Definition:
Under the direction of the President/CEO, plan, organize, control and direct College-wide human resources operations activities and support services involved in the processing, recruitment, screening, selection, orientation, classification development, evaluation, employee benefits, and compensation of classified and academic College employees; coordinate and direct communications, resources, programs, policies, services, labor relations, contract administration, and information to meet College human resources needs and assure smooth and efficient Department activities; supervise and evaluate the performance of assigned personnel. Participates as a member of the Presidents Cabinet with other senior administrators.

1. Plan, organize, control, and direct College-wide human resources operations, activities, and support services involved in the processing, recruitment, screening, selection, orientation, classification, development, evaluation, employee benefits, and compensation of classified and academic College employees; establish and maintain related timelines and priorities; assure related activities comply with applicable standards, requirements, laws, codes, rules, regulations, policies, and procedures.
2. Direct the development and implementation of Human Resources programs, projects, processes, services, labor relations systems, strategies, goals and objectives; assure proper and timely resolution of related issues, conflicts and discrepancies.
3. Supervise and evaluate the performance of assigned personnel, interview, and select employees and recommend transfers, reassignment, termination, and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements, and procedures; assure employee understanding of established requirements.
4. Direct the planning, development and implementation of policies, procedures, programs, processes, and services to enhance the financial effectiveness and operational efficiency of Human Resources operations and activities; develop, implement, and utilize measures and methodology for determining the effectiveness of Human Resources programs and services.
5. Provide technical information and assistance to the President/CEO regarding Human Resources activities, needs and issues; collaborate with the President/CEO and other Vice Presidents and administrators in the development and implementation of plans, strategies, goals, and objectives for the College; develop, analyze, and maintain benchmarks and trend data related to Key Performance Indicators; prepare related reports to assist with College planning and decision-making.
6. Provide consultation and technical expertise to administrators, staff, the public and others concerning Human Resources operations and activities; respond to inquiries, resolve issues and conflicts and provide detailed and technical information concerning labor relations, recruitment, evaluations, contracts, and related standards, requirements, practices, procedures laws, regulations, and policies.
7. Plan, organize, control, and direct the evaluation process for College-wide employees; coordinate, monitor, and assure smooth and efficient activities related to the performance appraisal system for staff; assure proper preparation and maintenance of related records and documents; direct activities to assure appropriate response to salary increases and promotions.
8. Coordinate and direct collective bargaining activities for classified and academic bargaining units; serve as the Colleges chief negotiator with bargaining unit representatives; oversee the maintenance and updating of collective bargaining agreements; maintain confidentiality of sensitive and privileged information; direct the development and implementation of labor contracts and grievance procedures.
9. Direct classification and compensation studies; assure accurate compiling and comparing of salary data and labor market trends; oversee the preparation of related reports; compose, develop, and maintain job descriptions; assure proper salary placement of College employees; direct the development and implementation of the Colleges salary schedules.
10. Direct and participate in the preparation and maintenance of a variety of manual and automated records, reports, and files related to employees, applicants, collective bargaining, policies, evaluations, classifications, contracts, and assigned activities.
11. Develop and prepare the annual preliminary budget for Human Resources operations and activities, analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
12. Maintain current knowledge of laws, codes, regulations, and pending legislation related to Human Resources activities; modify programs, functions and procedures to assure compliance with local, state, and federal requirements as appropriate.
13. Operate a variety of office equipment including a computer and assigned software; drive a vehicle to conduct work; oversee and participate in the development and maintenance of the human resources database including automated employee records and files.
14. Attend and conduct various meetings as assigned; serve as a member of the Presidents Cabinet.
15. Team Leader of the Human Resources Team; prepare and deliver oral presentations concerning Human Resources operations, activities, needs, and issues.
Qualifications
Knowledge of:
1. Planning, organization, and direction of College-wide human resources operations activities and support services involved in the recruitment screening selection, processing, orientation, classification, development, evaluation, employee benefits, and compensation of College employees.
2. Advanced principles, techniques, procedures, and terminology involved in the recruitment, selection, processing, orientation, and compensation of classified and certificated employees.
3. State and federal standards and requirements concerning personnel administration including equal employment opportunity affirmative action Title V and the Education Code.
4. Employee training and staff development programs.
5. Principles and techniques of labor relations and collective bargaining.
6. Bargaining unit contracts, contract negotiations, employee benefit packages, and salary schedules.
7. Policies and objectives of assigned programs and activities.
8. College organization operations policies and objectives.
9. Budget preparation and control.

Education and Experience:
Masters degree in Human Resources, Personnel Management, Public Administration, Business Administration, Organizational Management, Law, or a related field, from an accredited institution.
AND
Three (3) years of recent responsible successful experience leading, overseeing and administering Human Resources programs, including employee and/or labor relations.

Desirable Qualifications:
1. Experience in higher education.
2. Doctorate degree.
3. Proven track record of implementing or overseeing programs or policies relating to diversity, equity, inclusion, anti-racism, and accessibility preferably in a minority serving institution such as Hispanic Serving Institution (HSI) and Asian American and Native American Pacific Islander-Serving Institution (AANAPISI); OR
4. Proven track record of participating in programs relating to diversity, equity, inclusion, anti-racism, and accessibility preferably in a minority serving institution such as Hispanic Serving Institution (HSI) and Asian American and Native American Pacific Islander-Serving Institution (AANAPISI).
