OVERVIEW
The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
The Director of Early College Enrollment Programs serves students and K12 partners in our tri-county District. This position plans, develops, organizes, promotes, coordinates and monitors the College's special admit partnerships and activities. Key functions include developing, evaluating, and implementing policies and procedures related to the operations and activities of the program. This position serves the special admissions student population and interacts with school site administrators, personnel from multiple school districts, County Office of Education staff, and other partners. Knowledge and experience in programs serving college students of various age ranges and educational needs is most important. This position ensures that program objectives and policies are properly implemented and in compliance with applicable state and federal guidelines and district policies and procedures. Employees in this job class function operate with limited supervision and at a professional level, which requires budgetary, organizational, problem-solving, and decision-making skills. This is an educational administrator position.
CLASSIFICATION: Range 35 on the Administrative Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00 p.m., Monday through Friday. This an educational administrator position with a default CalSTRS retirement.
SUPERVISOR: Associate Vice President of Instructional Initiatives or designee
Typical Duties, Knowledge and Ability
Essential Functions:- Plans, directs, and coordinates the activities and operations of the special admit programs; implements and reviews annual program goals; determines and establishes program processes and procedures;
- Ensures that the operations and activities are in compliance with state and federal guidelines and District policies and procedures;
- Supports the College's overall enrollment goals by implementing strategies that meet the needs of high school students;
- Ensures that agreements (i.e., CCAPs, Instructional Service Agreements, MOUs) with partnering schools and districts are in accordance with College policies and applicable federal and state laws and regulations.
- Monitors processes for compliance/audit concerns; develops a plan of action to address compliance in accordance with District policy and procedure
- Identifies and resolves operational problems, administrative issues, and other workflow matters raised by faculty, District administrators, high school administrators, and/or students in the program.
- Maintains effective communication and ensures timely reciprocal exchange of information with key stakeholders.
- Serves as a liaison between partnering school site administrators and the College's division deans and others to coordinate the approval of dual enrollment course offerings;
- Develops program class schedules and coordinates with other divisions to meet the course scheduling needs of educational partners;
- Coordinates with the broader community, including other educational partners; assists in participant follow-up activities and project evaluation reports;
- Represents the College in a variety of meetings and outreach events in support of program goals and activities;
- Plans and develops training and information sessions to promote programs and recruits instructors and students;
- Oversees the coordination of marketing material, recruitment, and outreach activities in collaboration with appropriate College personnel and partnering school site administrators.
- Provides data, conducts research, prepares reports, submits reports to program partners, and disseminates information to stakeholders;
- Participates in a variety of administrative, board, and other meetings; conducts department meetings; prepares and distributes information, agendas, minutes, etc.
- Develops and prepares annual preliminary program budgets for the Health Sciences Division; analyzes and reviews budgetary and financial data; and authorizes Division expenditures under District policies and procedures and the Division's mission and goals.;
- Directs and participates in the preparation and maintenance of a variety of records, reports and files related to departments, programs, services, personnel, students, courses, budgets, financial activity and assigned duties; assures mandated reports are submitted to appropriate local, State or federal agency according to established timelines.
- Selects, assigns, trains, supervises, evaluates, counsels, and disciplines direct reporting staff performance; plans, coordinates, and provides training for department personnel.
- Performs related duties similar to the above in scope and function as required.

- Barriers to educational access, success, and achievement.
- Effectively develop, plan, direct, and supervise the activities and daily operations of large and complex projects and instructional programs.
- Effectively relate to a diverse student population that includes a wide range of ages, socioeconomic, cultural, and ethnic backgrounds;
- Analyze problems, determine effective solutions, and take independent action for successful results;
- Analyze data and prepare comprehensive written and oral reports;
- Work effectively under pressure, prioritize, and meet multiple deadlines;
- Establish and maintain effective working relationships with those contacted in the performance of required duties;
- Direct, supervise, and formally evaluate the work of others;
- Coordinate course offerings and student support activities; and
- Present and facilitate information and training sessions effectively to stakeholders.
Experience/Education
Education/Experience Required:- Master's degree in related field or equivalent education
- Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.
- Three (3) years of related post-secondary education experience

New Administrative Appointments will be placed at the step 1 on the Administrative Salary Schedule and will graduate to the next step on July 1st of the following year if they have rendered 5 months of satisfactory service, with subsequent steps annually thereafter to a maximum fifth step.
Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
